Chlorine reacts with hydroxide ion for form hypochlorite and chloride.

The reaction is a disproportionation because chlorine goes from 0 to +1 and to –1.

The reaction must be carried out at low temperature of the hypochloride will disproportionate further, to ClO3– and more Cl–.
